How this is worked out

Source: book_offers both sides at one validated ledger, via /api/book (cached up to a minute at the edge).
Fillable counts only what each offer's owner held at that ledger (taker_gets_funded).
Within 10% of the reference mid; AMM pools are not included; up to 100 offers per side.
